Santos outer anchorage, port berths along the estuary
Petrobras historically dominated bunker supply; deregulation has opened the market to private-sector suppliers. Product is mainly domestically refined with some import.
The port extends inland along the estuary; bunker barges operate at various berths. The estuary can have strong currents affecting manoeuvring.
Brazilian customs, tax (ICMS), and environmental rules apply. Bunker suppliers handle most of this but vessel agents should confirm documentation.
