Rotterdam is Europe's largest bunkering port and the anchor of the broader ARA (Amsterdam-Rotterdam-Antwerp) market, supplying roughly 9.8 million tonnes of marine fuel in 2024. The port sits at the mouth of the Rhine and serves every major container service calling Northwest Europe, as well as the tanker and bulk traffic feeding the region's refining complex.

Maasvlakte anchorage, Europoort, inner harbour berths
Rotterdam rarely trades in isolation — fuel can be loaded at Antwerp or Amsterdam and delivered at any of the three hubs, so pricing tracks closely across ARA. Rotterdam's edge is depth of suppliers (over 25 licensed) and the density of refineries at Pernis and Europoort, which mean physical product is almost always locally produced rather than imported.
Rotterdam has positioned itself as Europe's alternative-fuel bunker hub. LNG bunkering has been commercial since 2017 and the port offers bio-VLSFO blends up to B100 on request. Methanol bunkering (both grey and green methanol) went fully commercial in 2023. Ammonia pilots are underway.
EU ETS and FuelEU Maritime both apply to vessels calling Rotterdam. The port operates under strict HSE standards and licensed-barge requirements; third-party surveyors are commonly appointed on delivery. The Dutch Harbour Master enforces a formal bunker licensing regime.
Nomination typically 3-5 days for standard grades. Weather windows matter in winter — north-westerly gales periodically disrupt barge movements in the outer areas. Stems can be taken at Europoort, Botlek, and Waalhaven berths, as well as at several designated anchorages.
