Mormugao is Goa's principal port and historically the premier iron ore export gateway of India. While the iron ore trade has declined since mining restrictions in the 2010s, the port continues to handle bulk cargo, general cargo, coal imports for Goa's thermal power and a growing cruise ship business. Bunker supply is available through the major state-owned oil marketing companies' national distribution, with product arriving by coastal barge from Mumbai and Kochi.
Mormugao Port Authority operates berths for iron ore, coal, containers and general cargo. Cruise ship calls have grown as Goa becomes a significant Indian cruise destination. The port handled 0.003 million TEU of container traffic in March 2023 with average ship turnaround of 2.27 days — indicators of the relatively modest but steady vessel traffic volume.

Standard bunker grades (VLSFO, LSMGO, MGO, HSD) are available at Mormugao through the major state-owned oil marketing companies distribution. HSFO is subject to enquiry. Bunker volumes are lower than major west-coast ports, so advance nomination (72-96 hours) is recommended to ensure supply alignment with vessel ETA.

Barge-to-ship is the default delivery mode. Truck-to-ship is available for LSMGO and HSD smaller stems, often used for cruise vessel top-ups. No pipeline bunker infrastructure given the absence of an adjacent refinery.

GST on bunker fuel at Mormugao, as at all Indian ports, is 5 percent for both foreign-going and coastal vessels. Indian-flag vessels operating under the Merchant Shipping Act plying cargo between Indian ports can claim customs duty exemption on imported bunker fuels subject to documentary conditions — we handle this paperwork as part of the supply contract. Bunker Delivery Notes are issued MARPOL Annex VI compliant with every stem.
